21. METHOD OF EVALUATION AND AWARD
21.1 PROPOSAL EVALUATION
An Evaluation Team created by ETD will review and evaluate the proposals that meet all mandatory requirements to determine which bidder best satisfy the project requirements. Proposal will be evaluated on the basis of established and approved selection criteria and weighting techniques. The evaluation of the technical proposal will be item per item comparative analysis of each bidder's response. The bidder's proposal with the best response to all requirements will score the highest. After all technical proposals and CV's have been evaluated and reviewed, ETD, at its own discretion may eliminate the proposals that do not meet the Minimum Technical criteria requirement. For the remaining bidder, ETD reserves the right to require more presentations/clarifications if deemed necessary.

ETD will consider and evaluate the Commercial Proposal only for those who have successfully passed through the Technical Proposals and only after all Technical evaluations have been completed.

21.2 TECHNICAL EVALUATION
Each Technical Proposal will be evaluated on the basis of the response to the Tender specification and through the application of the evaluation criteria below.

Each proposal will be given a technical score. A proposal will be rejected at this stage if it does not respond to important aspects of the requirements that are specified in the tender specifications or it fails to achieve the minimum technical score based on the criteria below. An overall score will be calculated for the Technical Proposal on the basis of the response to the scope of work and through the application of the following criteria:
21.2.1 EVALUATION CRITERIA
The followings are tender evaluation criteria:
Relevant experience and capability;
Appreciation of the task and methodology;
Qualifications and competences of the key staff for the assignments;
Management skills and quality systems;
Resources;
Accreditations.

A Technical Proposal will be rejected if it fails to achieve the minimum requirement and will not be taken into account for further evaluation. Further, Technical Proposal will not be disqualified if it does not respond to important aspects of the scope of work for this project. The technical evaluation criteria outlined above are described below:

21.2.1.1 RELATED EXPERIENCE AND CAPABILITY OF THE BIDDER
Experience of the Bidder in the field of this assignment is on the basis of capabilities, that is, qualifications, experience, resources and the depth and level of involvement in tasks of a similar nature. ETD requires the Bidder to be reputable company of strong Commercial standing. Bidder shall provide the following:
1. Complete company name and address.
2. Short narrative description of company's organization including organizational charts and indicating company officers where applicable.
3. Principal type of business.
4. Total number of years in business.
5. Number of years providing services similar to those requested in this Tender Specifications with documented references.
6. Description of the Bidder's ability to mobilize and presence in Bahrain.
7. Copy of all governmental documents/certificates/registrations.
8. Information of related engagements include the following:
SPECIFICATION FOR TENDER NO.
Client name;
Address;
Contact person;
Phone number;
Type of work performed;
Brief description of scope of work;
Related project information; and
Project start and completion milestones.

21.2.1.2 APPRECIATION OF THE TASK AND METHODOLOGY
The Bidder must explain its understanding of the objectives of the assignment, its approach to the project, the methodology it proposes for carrying out and managing the project activities details required of such deliverables. The Bidder must highlight the issues to be addressed and their importance and then explain the approach it would adopt to address them.

The Bidder must propose the main activities of the assignment, their content and duration, phasing and interrelations and milestones. The consistency of the approach and methodology with the proposed work plan is a good indication that the bidder has understood the scope of work and is able to translate it into feasible working plans. The Bidder must propose the structure and composition of its team. The proposals must list the main disciplines involved, the proposed expert professional staff and their roles and responsibilities.
The information required shall include the following:
Program of works;
Key performance indicators;
Division of works into subcontracts;
Innovative procedures to be used;
Reporting and recording systems; and
Quality Plan.

21.2.1.3 QUALIFICATIONS AND COMPETENCES OF THE KEY STAFF
The specialized experts refers to the Bidder staff that has the management responsibilities or has key expertise needed for the assignment. The information required should include the following details of the proposed project team:
Names;
Function;
Technical expertise; and
CV's to be provided.

21.2.1.4 MANAGEMENT SKILLS AND QUALITY SYSTEMS
The availability within the Tenderer's organization of personnel with appropriate management skills together with effective management systems and methods appropriate to the successful management of the project will be assessed. The information required should include the following:
Quality system;
Project management tools;
Program software;
Environmental management system.

21.2.1.5 RESOURCES
The equipment including facilities and intellectual property which the tenderer proposes to use on the project will be assessed. The information required should include the following:
Specialist equipment;
Equipment like filter plant and related.
Labour, by trade skills; and
Facilities.

21.3 COMMERCIAL PROPOSAL
This portion of the proposal must be identified as Commercial Proposal and must be bound and sealed separately from the remainder of the proposal. Commercial Data is defined as any information related directly or indirectly to the Bidder's proposed business plan and business agreement. The Bidder must comply with the following points in its Commercial Proposal and adhere to the following:
Commercial Data must not be presented in any portion of the Technical Proposal;

Commercial Data consists of, but not limited to costs, revenues, prices, rates, bonuses, discounts labor and materials;

All units must be in Bahraini Dinars (BD);

21.4 FINAL SELECTION
Final selection for each of the Bidders that meets the minimum requirements on their Technical will be calculated as follows:
Proposals will be ranked according to their combined Technical Proposal score and Commercial Proposal scores. The Bidder achieving the highest combined Technical and Commercials core will be considered as successful and a Successful Bidder.

21.5 REJECTION OF PROPOSALS
ETD reserves the right to reject, at any time and for any reason, any or all proposals received as a result of this Tender.

21.6 CONTRACT NEGOTIATIONS
The ETD may, in its best interests, elect to enter into negotiations with the apparent low and responsible Bidder. These negotiations with ETD may result in a formal contract resulting from this Tender.
